DIRECTORATE: Human Resource Management

Purpose:
  • To manage personnel matters


Functions:
  • Administer transformation issues and formulate policy
  • Administer and advise on personnel administration matters
  • Promote and facilitate personnel development

1.1) CHIEF DIRECTORATE: HUMAN RESOURCES MANAGEMENT
  • Purpose: To provide a human resource management service


FUNCTIONS:
  • Manage personnel matters
  • Promote sound labour relations



1.2) DIRECTORATE: LABOUR RELATIONS
  • Purpose: To promote sound labour relations


FUNCTIONS:
  • Formulate Departmental labour relations policy
  • Manage the collective bargaining process
  • Deal with grievances and disputes
  • Deal with disciplinary matters
  • Conduct research into labour relations
  • Liaise and negotiate with organised labour



1.3) DIRECTORATE: ORGANISATIONAL DEVELOPMENT AND EFFICIENCY
  • Purpose: To render advice on organisational development and efficiency


FUNCTIONS:
  • Co-ordinate the implementation of job evaluation
  • Render organisational efficiency services



1.4) DIRECTORATE: SPECIAL INVESTIGATIONS
  • Purpose: To investigate and prosecute cases of fraud and corruption


FUNCTIONS:
  • Identify measures to combat fraud and corruption
  • Investigate fraud and corruption
  • Conclude cases of fraud and corruption

1.5) DIRECTORATE: PHYSICAL FACILITIES
  • Purpose: To render physical facilities development services


FUNCTIONS:
  • Manage and ensure the provision of effective planning and technical expertise to all welfare institutions
  • Co-ordinate the compilation of needs assessment pertaining to accommodation requirements
  • Give advice on the budgetary allocations and monitor expenditure in respect of physical facilities
  • Manage and control capital, minor works and maintenance planning
  • Control the acquisition of site and permission to occupy
  • Develop policies, norms and standards regarding planning of physical facilities
  • Ensure internal and external co-ordination and foster good working relationships with other departments such as Works
  • Keep records on hiring of offices and space

1.6) DIRECTORATE: MANAGEMENT INFORMATION SUPPORT
  • Purpose: To render a management information support service


FUNCTIONS:

  • Promote effective public relations and communications
  • Promote the constitutional right of access to State information and protect any other rights connect therewith
